A proposal in Michigan would expand the state’s 10-cent deposit law to include bottled water and other drinks not covered by the law. The move comes just as the U.S. Court of Appeals for the Sixth Circuit began hearing oral arguments in a constitutional challenge brought by the American Beverage Association opposing the 2008 law, which charges consumers a 10-cent deposit for most drinks sold in a metal, glass, paper, or plastic container.
