Health Reform - Factcheck Fact Check

Sep 28, 2009

One of our commenters thinks we should "prove some of your statements in your ads." Well, there are entire groups dedicated to this sort of fact checking, but since they appear to be skimping on research, here is one stone for two birds:

CBO: "Legislation Would Raise Insurance Premiums"

DOUGLAS ELMENDORF, Congressional Budget Office Director: “Our Judgment Is That That Piece Of The Legislation Would Raise Insurance Premiums By Roughly The Amount Of The Money Collected.” SEN. JOHN CORNYN (R-TX): “Is it true that these additional fees ultimately would be passed down to the health care consumer and be reflected in not lower insurance premiums but higher insurance premiums.” CBO DIRECTOR DOUGLAS ELMENDORF: “As you read from the letter, Senator, our judgment is that that piece of the legislation would raise insurance premiums by roughly the amount of the money collected.” (Finance Committee, U.S. Senate, Hearing, 9/22/09)

JCT: Business Tax "Largely Falling On The Consumer"

THOMAS BARTHOLD, Joint Committee On Taxation Chief Of Staff: “We Have Analyzed This [Business Tax] As Largely Falling On The Consumer And It Could Happen In A Couple Of Different Ways.” SEN. JOHN ENSIGN (R-NV): “If the business is going to be taxed at this, I mean, their effort is going to be to try to pass that cost on. I mean, that’s what businesses do. When a tax is imposed on them, if possible, and most of the time they do that, they try to pass the tax on. So in effect wouldn’t we be passing this tax on to more and more consumers into the future.” THOMAS BARTHOLD, JOINT COMMITTEE ON TAXATION CHIEF OF STAFF: “Again as we discussed on Friday, we have analyzed this as largely falling on the consumer and it could happen in a couple of different ways.” (Finance Committee, U.S. Senate, Hearing, 9/22/09)

JCT: "Some People" With "Incomes Less Than $200,000" "Would Be Subject To The Penalty Excise Tax"

THOMAS BARTHOLD, JOINT COMMITTEE ON TAXATION CHIEF OF STAFF: “But To The Extent That, Yes, We Think That Some People Would Be Subject To The Penalty Excise Tax When Everything Shakes Out, We Would Expect That Some Would Have Incomes Less Than $200,000.” (Finance Committee, U.S. Senate, Hearing, 9/22/09)
