The Un-Stimulus Amendment

From Thomas "SA 363. Mrs. BOXER proposed an amendment to amendment SA 98 proposed by Mr. Inouye (for himself and Mr. Baucus)" to the bill H.R. 1:"

Any action or funds made available for an action that triggers NEPA, that have not complied with NEPA, and therefore pose a potential danger to our communities across the country, must-either come into compliance with NEPA or be replaced by other eligible activities.

Forty-three little words, but what do they mean?  Well NEPA is the National Environmental Policy Act, and according to our letter:

An August 2007 report by the American Association of State Highway and Transportation Officials (AASHTO) estimated that the current average time to complete a NEPA review for a major transportation project is 60 months, or 5 years. With so many jobs hanging in the balance, even two years is far too long to wait before ground can be broken on the roads, rails, power plants, sewer and drinking water projects, transmission lines, bridges, and other projects that will lead to our nation’s economic recovery. NEPA must be expedited in order to protect the projects and the jobs in the stimulus bill.

FYI to Congress, regarding stimulus you are trying to do the definition part:

Something that incites or rouses to action; an incentive.

Not the antonyms part:

Deterrent, discouragement, hindrance, tranquilizer

There appears to be some confusion.
